Background:
Karl's
practice emphasizes primarily public utility law and water law. As a
twenty-five year resident of Colorado, Karl
has seen marked changes in the way in which natural resource
law is practiced in Colorado. Currently, Karl is the
Secretary/Treasurer of the Boulder County Bar Association.
In addition to his work as an attorney, Karl has been qualified and testified at trial in two separate cases as an expert witness pursuant to Rule 702 CRE in District Court, Water Division 4, State of Colorado regarding matters of legal practice before the Federal Energy Regulatory Commission and aspects of electric utility regulation in Colorado.
Karl was lead counsel on the acquisition of
Barker Reservoir and its hydroelectric facilities by
the City of Boulder from Xcel Energy, the first sale of generating asset by utility in Colorado. He
represented the City of Trinidad in a multi-year hedged
purchase of natural gas. He is also the author of a Colorado Association of Realtors four unit accredited program on Colorado Water
Law. He is a frequent lecturer on a variety of water law matters to
Continuing Legal Education and University classes.
